City Council
The Willows City Council serves as the governing body of the City of Willows and is responsible for setting policy, adopting ordinances, and overseeing the administration of city services. The Council provides leadership and direction to ensure the effective delivery of programs and the long-term vitality of the community.
Purpose and Responsibilities
- Establish city policies, ordinances, and resolutions to guide the governance and development of the City of Willows.
- Adopt the annual municipal budget and oversee the allocation of city funds to ensure fiscal responsibility and transparency.
- Review and act on recommendations from city staff, advisory bodies, and commissions, including the Planning Commission.
- Provide direction to the City Manager and ensure the effective delivery of city services and programs.
- Represent the community’s interests in local, regional, and intergovernmental matters.
- Encourage community engagement and participation in city government through open meetings and public communication.
Membership and Authority
The City Council is composed of five Councilmembers elected at-large to serve staggered four-year terms. Elections are held in November of even-numbered years. In the event of a vacancy, the Council may appoint a qualified resident to serve until the next general election. Every two years on even-numbered years, the Council selects a Mayor and Vice-Mayor from among its members. The Mayor presides over City Council meetings, represents the City at official functions, and serves as the ceremonial head of government.
Meetings
Regular City Council meetings are held on the second and fourth Tuesday of each month at 6:00 PM (unless otherwise noticed) in the Council Chambers at Willows City Hall, located at 201 North Lassen Street. All meetings are open to the public and conducted in accordance with the Brown Act. Agendas, staff reports, and minutes are posted on the City of Willows publicly accessible website.
