Finance & Measure I Committee

The Finance & Measure I Oversight Committee (FMiOC) is a standing committee of the Willows City Council dedicated to financial transparency, fiscal responsibility, and community accountability regarding the City’s finances and Measure I revenues.

Purpose and Responsibilities

  • Review and monitor City financial operations, including audits, budgets, investments, reserves, and debt.
  • Oversee the collection and expenditure of Measure I funds to ensure they align with voter intent.
  • Provide quarterly financial updates to the City Council and annual Measure I performance reports.
  • For the first five years, conduct an annual public town hall meeting to present Measure I financial data and receive community feedback.
  • Recommend updates to financial policies and help identify strategies to maintain long-term fiscal health.

Membership and Authority

The FMiOC consists of two City Council members appointed by the City Council, with one alternate member. The committee acts in an advisory capacity only and has no unilateral authority over the city’s financial matters.

Meetings

Regular meetings are held quarterly on the third Tuesday of October, January, April, and July at 5:30 PM at Willows City Hall. All meetings are open to the public and conducted under the provisions of the Brown Act. Agendas and minutes are posted on the City’s publicly accessible website.
